"Всем привет!
Сегодня мы возвращаемся с очередным дневником разработчиков. Двухсотым, между прочим. Несомненно, Stellaris прошёл очень интересный путь, и дальше будет только лучше! Nemesis обещает быть крайне занимательным дополнением, и сегодня мы решили рассказать вам ещё об одной из его основных особенностей — так называемом «Хранителе».
В то время как одни государства желают видеть галактику в огне, другим придётся принять судьбу её защитников. Как мы уже упоминали на прошлой неделе, Галактическое сообщество получит собственные инструменты для борьбы с кризисом, и это именно тот инструмент. Сообщество сможет выбрать главного борца с кризисом.
Так мы подготавливаем почву для столкновения двух небывалых сил, которое решит судьбу галактики. И именно вам решать, на чьей стороне выступить.
Становление хранителем
Как только Галактическое сообщество будет сформировано, оно сможет провести голосование, чтобы назначить одного из своих членов хранителем. Одновременно можно предложить сразу несколько кандидатур, но как только первая из подобных резолюций будет принята, остальные отменятся и вновь их предложить будет нельзя, ведь выбор уже сделан.
ИИ скорее всего проголосует за избрание хранителя, если уже идёт какой-то кризис, будь то мародёры, кризис поздней игры, империя с бонусом «Стать кризисом» или что угодно ещё.
Полномочия хранителя
Для эффективной работы на своей должности, у хранителя должны быть особые полномочия. Хранителю может потребоваться продвинуть резолюцию в Сенате, поэтому у него больше полномочий, чтобы напрямую влиять на подобное.
Досрочное окончание сессии: Хранитель может завершить текущую сессию после половины срока голосования, после чего резолюция будет принята или отклонена в зависимости от текущих голосов.
Чрезвычайные меры: Хранитель может использовать чрезвычайные меры, чтобы отправить предложение в сенат, но для него перезарядка этого действия меньше, чем для обычных членов совета.
Общие разведданные: Хранитель будет получать немного разведданных об остальных членах Галактического сообщества, например, об относительной мощи флотилий.
Заморозка предложений: Хранитель может потратить 200 влияния, чтобы заморозить резолюцию на 4 года, тем самым запрещая её рассмотрение в сенате на этот срок.

Силы галактической обороны
Для защиты галактики от внутренних и внешних угроз хранитель может строить корабли Сил галактической обороны. Принцип работы СГО схож с флотилией федерации, с той разницей, что СГО находится в подчинении текущего хранителя.
В случае, если хранитель лишается своего статуса, СГО становятся независимым формированием, пока не будет назначен новый хранитель.
И вновь, как и в случае с федерацией, корабли СГО можно создавать в конструкторе судов, доступном из окна Галактического сообщества.
Галактика в огне
После славной победы над кризисом ваши услуги в качестве хранителя больше не требуются, и полномочия можно сложить.
Возможно, бой был тяжёлым, и галактика не забудет об этой войне. Возможно, что вам пришлось просить Галактическое сообщество о расширении полномочий ради достижения победы, и быть может, вы не захотите просто так от них отказываться...
В этом вся суть того, что мы пытаемся сделать в Nemesis. Один кризис побеждён, но, может быть, на горизонте уже маячит следующий... и на этот раз это дипломатический кризис."

Galactic Custodian Appointed At last, the Galactic Senate has voted to bestow emergency Custodianship powers upon theGlimrock Fellowship Temple. In an official ceremony broadcast across the galaxy, we were appointed Custodians of the Galactic Community. As the first among equals, we have been charged with safeguarding the Galactic Community from all potential threats, be they internal or external, who would seek it harm. We have been granted vast powers in all Community matters and can now propose special resolutions. Now we can get things done.

Galactic Mobilization Cost: 0200 Modifiers Naval Capacity: +150 Trade Value: -5% The future of our galaxy is at stake. Massive fleets of war must be rapidly mobilized, even if it means the impressment of civilian merchant crews.
Introduce Galactic Standard Cost: ^200 Modifiers Monthly Influence: +1 Monthly Energy Credits: 2% Galactic Standard is a new language that has been specifically designed for ease of use, by all sapients regardless of their physiology. By introducing a single language to all official Galactic Community functions, it is hoped that translation mishaps may be avoided.
Anti-Piracy Initiative Cost: 0200 Modifiers Trade Protection: +5 Damage to Pirates and Marauders: +20% Monthly Energy Credits: 3% Rampant space piracy threatens to undermine the economic well-being of the entire galaxy. With this initiative, all Community members will be educated in effective anti-piracy measures. Joint efforts to develop combat tactics that take advantage of the general lack of discipline among pirate and marauder crews will also be undertaken.
Extend Custodianship Cost: 0200 Effects: The term limit of the current Custodians is extended by another 30 years. Making the galaxy a better place is a monumental task that takes time. The current Custodianship needs to be extended by another term if anything with lasting eifects is to be accomplished.
Remove Custodianship Term Limit Cost: ^200 Effects: The current Custodianship will continue in perpetuity. The current Custodians have proven themselves irreplacable guardians of the Community. Their stalwart service to the galaxy must be allowed to continue indefinitely.
End Custodianship Cost: 0200 Effects: The Custodianship ends prematurely. The Galactic Community no longer has a need for a Custodian. As such, the Custodianship should be terminated before the term limit is up.
Galactic Defense Force Cost: 0200 Effects: The Galactic Defense Force will be created Modifiers Monthly Alloys: -5% GDF Ship Alloy Cost: -25% To better protect the members of the Community, a standing multinational force under the unified command of the Galactic Custodian must be established.
Interstellar Navigation Agency Cost: ^200 Modifiers Monthly Energy Credits: 2% Community Space Sublight Speed: +15% The INA will enforce standards and recommended practices for space travel, and will maintain a massive database of every known space hazard in all charted Community systems.
Galactic Trade Organization Cost: ^200 Modifiers Trade Value: +10% Pop Consumer Goods Upkeep: +3% The GTO will serve as a galactic regulatory body that enforces trade standards and resolves disputes.
GALPOL Cost: ^200 Modifiers Crime: -15 Monthly Energy Credits: 2% The creation of a galactic criminal police organization will enable law enforcement agencies to cooperate across the entire Galactic Community.
The Galactic Defense Force The Senate has ratified the creation of a standing multinational military force intended for the defense of the Galactic Community. This "Galactic Defense Force" will recruit its personnel from all Community members, who are also required to contribute resources towards the construction of its fleets. With the GDF being placed under the direct command of the Glimrock Fellowship Temple, the current Galactic Custodians, some fear that this potentially massive armada could be used as a tool of oppression. Others, however, applaud its creation, referring to it as "the galaxy's first line of defense." The galaxy will become a safer place.

Как грится "в мёртвых галактиках кризисов не бывает!"
Но потом вспоминаю, что с черепашьим темпом принятий резолюций с ИИ поиграть в это будет ооочень долго.
А с людями корветы клепать, кризис ты, хранитель или эль-президенте галактики.
