Иногда (х.з. почему, я так и не разобрался) у меня появляются граждане, у которых просто коллективизм, не фанатичный, или даже вообще нет этого перка. Они сразу врубают недовольство от рабства, и даже создают свою новую фракцию. Вот для них геноцид заходит идеально.
Разрешение такое же.
